University of Iowa Health Care department of Health Care Information Systems is seeking an Assistant Director to support the University of Iowa Health Care’s Community Connect program which extends our Epic applications to regional hospitals and clinics. This position will provide leadership, strategic planning, operational support, and decision making in regard to the information technology extended to the hospitals and clinics that participate in the Community Connect Iowa (CCI) program. The key areas of responsibility include project, organizational and relationship management, business analysis and leadership, staff and resource management, and financial responsibility. This position will direct Community Connect Iowa program resources and development teams engaged in the design, implementation, and operational support of Epic and related software across the healthcare setting for the Community Connect Iowa sites. This includes planning, organizing, and integrating cross-functional information technology projects to deliver specific measured results to the customer. This position will work with client services managers, project management, technical resources, internal and external key stakeholders, vendors, contractors, and executive leadership regularly.
Position Responsibilities:
Project/Service Management
- Manage large scale and/or multiple interdependent projects and services across multiple functional areas that have enterprise-wide implications.
- Plan, organize, and integrate cross-functional information technology projects and teams to deliver specific measured results to the customer; assign individual responsibilities, develop schedules and methods for measuring results.
- Organize and manage all phases of the project to ensure completion.
- Coordinate the work of technical and administrative staff across other functions and disciplines.
- Develop work plans and time schedules for large-scale projects. Monitor progress and modify schedule and plan as needed.
- Communicate with senior leadership and project sponsors regarding the status of specific projects.
- Resolve complex system problems through participation in 24 x 7 on-call.
- Travel to customer sites as needed to support application implementation, upgrade, optimization, and/or training/conferences.
Relationship Management
- Act as a liaison with key customers, staff, peers, and vendors.
- Contribute to vendor/stakeholder service level agreements and statement of work.
- Facilitate customer interactions; maintain and grow relationships.
- Lead and advocate for participation in established communities and peer groups.
Organizational Development
- Demonstrated understanding of operational and business needs of customer groups
- Create and manage successful division, department, and large workgroup environments.
- Recommend measures to improve service delivery, scheduling, and quality control.
- Establish new and modify existing procedures and workflows to make effective use of available technologies to increase unit efficiency and improve customer satisfaction.
Business Analysis
- Identify business system solution requirements by analyzing work processes and operations.
- Act as a functional expert for the translation of business practice into systems.
- Serve as the liaison for technical staff, users, vendors, and other stakeholders.
- Prepare special and periodic updates for leadership on existing and proposed systems.
- Provide expert technical support on hardware and software applications used by the UI Health Care enterprise.
- Assist in the development of short-range and long-term goals to meet strategic information technology goals.
Leadership/Staff and Resource Management/Financial Responsibility
- Direct and manage the supervisory and lead positions in scheduling, assigning, and monitoring work processes.
- Hire, develop and manage the performance of staff.
- Assure staff are compliant with UI and UI Health Care policies and procedures.
- Influence decision making at the division/department or enterprise level.
- Make recommendations for salary increases, promotions, and dismissals.
- Identify professional development opportunities and encourage continuous learning.
- Assure that individuals are respected and treated consistent with university policies regarding equal employment opportunity and diversity.
- Conduct and/or participate in one-on-one and/or group meetings characterized by respect and honesty and hold participants to similar standards and ethics.

Education Required:
- Bachelor’s degree in a related field or an equivalent combination of education and related application development/support experience
Required Qualifications:
- Experience in the implementation and support of complex, highly integrated application software in a large healthcare environment typically, 7-10 years
- Experience providing consultative and analytical support to professional staff in evaluating, designing, implementing, and supporting complex computer systems to support clinical service needs.
- Proven experience in managing customer relationships and service delivery for both internal stakeholders and external clients, acting as a liaison to foster collaboration, drive progress, and ensure a seamless customer experience.
- Demonstrated experience guiding the strategic design of projects, ensuring alignment with overarching goals, while coordinating and integrating the various components into a cohesive and effective implementation
- Extensive experience in leading the configuration, implementation, and ongoing maintenance of Epic applications, with a strong understanding of both system functionality and Epic-driven clinical or administrative workflows.
- Lead the creation of project estimates by gathering functional requirements, defining scope, and estimating cost and effort for Epic application projects, while presenting detailed breakdowns to customers to align expectations
- Demonstrated extensive project management skills, effectively engaging with project teams, technical resources, vendors, and operational leadership resources.
- Proven leadership experience as an administrative manager of professional staff, including oversight of both direct and/or functional reports.
- Exceptional verbal and written communication skills; ability to articulate ideas to both technical and non-technical audiences; ability to present to audiences both in person and virtually.
- Professional experience working effectively with individuals from a variety of backgrounds and perspectives.
Desirable Qualifications:
- Master’s degree in computer science, Business Administration or Health Care Administration or equivalent combination of education and related experience
- Experience in navigating differing perspectives, fostering collaboration, and guiding discussions to align project priorities while maintaining a productive work environment.
- Demonstrate broad knowledge of clinical and ancillary patient care workflows, related financial and administrative processes, and how these components integrate to support healthcare operations.
- Extremely organized, highly motivated self-starter with excellent attention to detail and excellent multi-tasking skills
- Illustrated ability to assess evolving healthcare business drivers, regulatory requirements, and quality standards while applying innovative technology solutions to develop and maintain effective operational strategies.
- Demonstrated understanding of industry trends related to information technology methodologies, concepts, and practices as it relates to rural health care considerations.
- Understanding of Information privacy and security regulations relating to health care delivery
